The multi-purpose center (MFC) will be given the right to collect biometric data from Russians-photos or videos of personal and voice samples. Thanks to this, members of the public will be able to issue certificates and extracts without going to the public service centres in person. The Ministry of Economic Development issued a notice on the enactment of the bill on 11 February, but the document itself has not yet been submitted to the public. As a result, little is known: MFC will be able to collect photos and record a person's voice, and then identify themselves with their help so that any service can be provided remotely. The Government has pointed out that apart from increasing the supply of services, it will also reduce the time for receiving services.
Biometric data will be stored in the unified biometric system (EBS) and transmitted through communication channels protected by cryptographic algorithms. EBS has been operating since 2018 and was created with the participation of the Ministry of Transport and the Bank of Russia. In the same system, check that a person's voice and face are consistent with the "standards" that he registers through the system.
At present, the system has been used by credit institutions. Customers contact the bank over the phone or the Internet, pronounce the phrase and look at the camera of the smartphone or computer. The program compares video and voice with samples and reports the degree of compliance. This is the identification and confirmation of the identity, after which the company will meet the customer's requirements (transfer, account opening, etc.). Such opportunities now offer about a dozen banks, and it is likely that the same algorithm will be used to provide state and municipal services remotely through MFC. It is a citizen's voluntary choice not to take advantage of this opportunity. For biometric identification, the processing center will be required to obtain the person's written consent.
